The administration of the Capital Development Authority (CDA) in Islamabad has embarked on a proactive initiative to address the challenges associated with car parking in the city, particularly in its business centers. The primary objectives are to alleviate issues such as traffic congestion and to stimulate economic growth. A pivotal step in this direction was taken on Monday when the CDA signed a significant agreement with M/S AJCL to digitize parking facilities in Islamabad, employing a revenue-sharing model.
This strategic decision, which has already received validation in the 9th meeting of the CDA Board on October 5, 2023, marks a milestone in the efforts to enhance the city’s parking infrastructure. Under the terms of the agreement, state-of-the-art parking equipment and a modern parking management system will be implemented across all car parking lots in Islamabad. The project also encompasses the deployment of automatic and smart parking systems at various sites within the city.

The competitive bidding process saw the submission of technical and financial proposals by eight firms until the deadline on November 30, 2023. The financial bids were transparently unveiled on January 9, 2024, resulting in M/S AJCL being declared the successful bidder with a 75 percent revenue share. This implies that 25 percent of the parking revenue will be allocated to M/S AJCL, while the remaining 75 percent will contribute to the funds of the Capital Development Authority. The introduction of a modern and intelligent parking system is expected to yield multiple benefits. Firstly, it promises to alleviate the longstanding issue of traffic jams, providing relief to the residents of Islamabad. Additionally, this initiative holds the potential to boost the local economy, aligning with broader objectives of urban development and efficiency.
This strategic partnership between the CDA and M/S AJCL not only addresses immediate concerns related to parking but also sets the stage for a more technologically advanced and efficient urban infrastructure. The integration of smart parking systems reflects a forward-looking approach, aligning with global trends in urban planning and management. As the implementation of this project progresses, it is anticipated that the residents of Islamabad will experience tangible improvements in their daily commutes and overall urban experience. Moreover, the revenue-sharing model ensures a sustainable financial structure that incentivizes private sector participation while bolstering the city’s coffers. This collaborative effort between the public and private sectors exemplifies a commendable approach to addressing urban challenges and fostering economic development.
