CDA Land allots plots to “select Individuals” without a vote, raising concerns.

ISLAMABAD: According to a recent development, the Capital Development Authority’s (CDA) Directorate of Land and Rehabilitation (L&R) has assigned more than 100 plots to estate affectees without adhering to established standard operating procedures (SOPs). Daily Dateline received official records that revealed this improper and problematic assignment of plots in Sector I-12 in comparison to the compensation offered to the affected parties.

According to the paper, Ms. Sidra Anwar, Director of L&R, allegedly executed these allotments manually based on orders from Member Estate, Mr. Afnan Alam, and DG L&R, Mr. Umer Randhawa. It appears that the concerned officers and directors either avoided NADRA’s computerized balloting process or were uninformed of the mandated procedures.

When asked for response, both Member Estate Afnan Alam and DG L&R Umer Randhawa said they were unaware of the large-scale illegal allotments. However, Member Estate Afnan Alam stated that the rules allow for manual plot allotments in lieu of computerized balloting.

Despite several trips to her office, Director Sidra Anwar was unavailable for comment. Despite being present at her CDA office, she declined to meet with the reporter.

In reaction to these discoveries, the authority’s Chairman, Mr. Noorul Amin Mengal, stated that he was unaware of these questionable or illegal allotments. He did, however, promise an open probe into the situation. According to sources, the executives of CDA L&R caused a large financial loss to the national treasury. It is worth noting that a 7 Marla plot in Sector I-12 is priced at approximately Rs. 15 million.

Not only did the L&R personnel make manual allotments, but they also selectively awarded plots in prime locations to personal contacts employing a “pick and choose” method. According to sources, the L&R made these allotments by misinterpreting directions from the Federal Ombudsman and Islamabad’s land disposal legislation.

According to official papers, the Director of Land, Sidra Anwar, began and advocated the questionable allotment process, which was accepted by the Member Estate. Thousands of similarly affected people, on the other hand, have been waiting for plot allotments for decades, but their claims have been neglected.

Recently, a land mafia, working in collaboration with the land directorate, devised a new deceitful method of allocating prime plots by submitting complaints with the Wafaqi Mohtasib (Federal Ombudsman). The Wafaqi Mohtasib has issued orders in favour of the complainants, always intending to resolve disputes on merit and in the best interests of the public.

All cases of allotment, whether accepted or rejected, must be finalized on the basis of merit, according to the existing Standard Operating Procedure (SOP). In the case of denied applications, the list of rejected cases must be shown on notice boards, the Capital Development Authority (CDA) website, or in prominent media. This allows individuals who have had their cases rejected by the government to file responses or seek remedy for any objections stated by the department. The final list of successful allotments must also be submitted to the National Database and Registration Authority (NADRA) for transparent public balloting.

It is worth noting that the former chairman, Amir Ali Ahmed, and the member estate, Naveed Ilahi, took steps to rein in the land mafia’s operations. They were intent on guaranteeing that after similar legal problems were resolved, allotments would be made through transparent NADRA e-balloting. This strategy attempted to keep the allotment procedure fair and transparent.
