The federal government has approved amendments to the National Identity Card Act of 2002 to enhance accessibility and recognition for people with disabilities and organ donors in Pakistan.

The updated law introduces lifetime-valid identity cards for individuals with disabilities, featuring a distinctive wheelchair symbol on the Computerized National Identity Cards (CNICs) to indicate their status. This symbol will also appear on the cards of disabled children, whether they have a formal or temporary card, making identification and access to services easier.

Additionally, the amendments apply to citizens who voluntarily register as organ donors with approved organizations. These individuals will be given lifetime identity cards displaying both the wheelchair logo and an organ donor symbol, provided they register with authorized donor agencies.

The updated cards will play an important role in ensuring these individuals are included in various social services and healthcare initiatives. For those who are both disabled and organ donors, their card will feature both symbols, enhancing their recognition across public and private sectors.

These amendments, made under Section 44 of the NADRA Ordinance, 2000, will be formally implemented once officially announced in the upcoming Gazette of Pakistan. The revisions also introduce specific guidelines regarding the design and distribution of these new identity cards and certificates.

By streamlining documentation and addressing the unique needs of these groups, the amendments aim to improve the lives of people with disabilities and encourage organ donation in Pakistan.

The new CNICs for disabled adults, both resident and non-resident, will be issued by NADRA in partnership with federal and provincial authorities, while special children will receive a Child Registration Certificate or Juvenile Card, valid as per the rules.
