Pakistan has 25.3 million children between the ages 5 and 16 who are not in school, 79% of whom have never been to school and 21% drop out at various stages.
The highest proportion of children who have never been to school belong to age 5-9 years, threatening Pakistan’s future literacy rates.
Based on the Pakistan Population Census 2023, The Missing Third of Pakistan, a report published by PAMS, carried out a tehsil level analysis identifying the top 10 and bottom 10 tehsils with respect to OOSC.
The report shares a list of 45 lagging tehsils that account for 1/4th of Pakistan OOSC, and draws attention to tehsil-level planning to address the crisis of out of school children. The report directs the attention of the policymakers to the provincial capitals that are yet to address the issue of OOSC.
