PTA Chairman: X Shutdown Decision Lies with Government

Major General (retd) Hafeezur Rehman, Chairman of the Pakistan Telecommunication Authority (PTA), stated that the authority will unblock the social media platform X (formerly Twitter) as soon as directed by the government. In a press conference in Islamabad, he emphasized that the PTA is obligated to follow any instructions from the government or the Ministry of Interior regarding the platform’s status.

Rehman highlighted that internet restrictions are not uncommon globally, citing India’s numerous internet shutdowns in recent years, including 116 in 2023 alone. He pointed out similar incidents in other countries like France and Bangladesh, noting that while the PTA does not endorse such actions, they are often implemented due to national security concerns.

Addressing the current internet restrictions in Panjgur, Balochistan, he reiterated that decisions related to national security rest with the government and the Ministry of Interior. “We will lift restrictions when instructed,” he said, emphasizing that the PTA is committed to compliance with legal directives.

The chairman also mentioned the PTA’s effective complaint mechanism, with a 93% compliance rate from social media platforms. He clarified that security agencies have not formally requested internet shutdowns; such directives come from courts or the Ministry of Interior. For example, the PTA recently refused requests to suspend internet services during exams, maintaining its independence as a regulator.

Rehman discussed the PTA’s refusal to block SIM cards upon request from the Federal Board of Revenue (FBR) and mentioned ongoing discussions regarding linking SIMs with national ID cards. He affirmed the PTA’s clear stance on these issues.

Looking ahead, Rehman announced plans for a 5G auction in April, which he believes will enhance connectivity in Pakistan. He highlighted ongoing efforts to expand fiber optic infrastructure, with a National Fibre Plan in development to improve the country’s digital landscape.
