Pakistan Raises Concerns on 'Target Killings' with US and Canada

Pakistan has decided to reach out to the United States and Canada to brief them about India’s alleged campaign involving target assassinations, which Pakistan claims violate international law and UN charter principles. On Thursday, Islamabad accused India of orchestrating “extra-territorial and extra-judicial” killings in Pakistan, with similar allegations previously made by Canada and the United States.

Over the past two years, more than a dozen people have been assassinated in mysterious target killings in Pakistan, most of whom were either Kashmiris or linked to the Kashmir cause and wanted by India. Foreign Secretary Cyrus Qazi revealed that India was behind at least two of these cases based on investigations, specifically citing the killings of Shahid Latif in October 2023 in Sialkot and Muhammad Riaz in September of the same year in Rawalakot. Pakistan claims to have credible evidence linking Indian secret agencies to these target killings.

According to an official familiar with the investigations, Pakistan plans to brief Canada and the US about its findings and will also inform members of the UN Security Council about what it describes as India’s “sinister” campaign. The official explained that India used a sophisticated and well-organized campaign, operating from a third country and utilizing local assets with a “Jihadi mindset” to execute their plans in Pakistan. Techniques included misleading locals and using confessional statements of accused individuals to establish the money trail linking Indian agents to the killings.

The official emphasized that Pakistan’s move to highlight these cases is not part of “usual India-Pakistan public posturing” but is a serious issue, seen as a breach of territorial integrity and sovereignty. The official criticized India for not sharing information about those targeted in the alleged assassinations, emphasizing the importance of due process and condemning extra-judicial and extra-territorial killings.
