Saudi Arabia Tightens Entry Rules for Makkah Ahead of Hajj 2025

As preparations for the Hajj season gain momentum, Saudi Arabia’s Ministry of Interior has announced strict entry protocols for the holy city of Makkah, effective from April 23. The move is part of broader efforts to ensure a safe and orderly pilgrimage experience.

According to the notification, all foreign nationals on Umrah visas must exit the Kingdom by April 29. Any overstay beyond this date will be treated as a visa violation. Furthermore, foreign residents in Saudi Arabia must secure special permits to enter Makkah starting April 23. Those without valid documentation will be turned back at checkpoints like Al-Shumaisi.

Exceptions have been made for residents whose Iqamas were issued from Makkah. Meanwhile, foreign workers assigned to duties in Makkah during the season are required to obtain travel permits via the “Absher” or “Muqeem” platforms.

Additionally, the issuance of Umrah permits through the “Nusuk” portal will be suspended between April 29 and June 10 for Gulf Cooperation Council citizens and other expatriates in Saudi Arabia. These measures are part of the Kingdom’s strategy to regulate pilgrim flow and enhance crowd control during the sacred event.
