The Punjab government has approved three-year funding for the Parwaz Card project, aimed at providing employment opportunities to youth abroad. The Planning and Development (P&D) Board sanctioned Rs6.9 billion for the initiative.
Under the Parwaz Card scheme, a total of 45,000 young people will receive overseas job opportunities over the next three years. The project will focus on developing manpower in key sectors, including health, construction, hotel management, logistics, and information technology.
In the first year, at least 8,000 youth will benefit from the program. The number will rise to 15,000 in the second year and 22,000 in the third year. The scheme includes skills training, pre-departure preparation, and skills verification to ensure participants are ready for international employment.
The Parwaz Card project also covers biometric registration, medical checks, protectorate services, and air ticket expenses. Each participant will receive an interest-free loan ranging from Rs150,000 to Rs1 million. There will be a three-month grace period, and repayment will be made in easy monthly installments over 15 months, ranging from Rs12,000 to Rs80,000. Participants can also withdraw up to 20 percent of the loan amount in cash.
To qualify for the program, applicants must have a job offer letter and maintain residency in Punjab. Officials said the project is expected to generate annual remittances of up to $200 million, boosting both the local economy and the international presence of Punjab’s skilled workforce.

The Parwaz Card initiative is part of Punjab’s broader youth empowerment strategy. It aims to provide skill development, overseas employment, and financial support for young professionals, helping them achieve sustainable career growth while contributing to the province’s economic development.
