The residency rule excludes time spent in Pakistan as a refugee or diplomat, ensuring only genuine residents qualify. The policy also enforces stricter penalties for Pakistani nationals caught begging abroad, including passport confiscation and fines.

This initiative is part of broader efforts to enhance Pakistanโ€™s global image, strengthen national identity, and align citizenship laws with international standards.
