The Counter Terrorism Department (CTD) has exposed a major network of India’s intelligence agency RAW operating inside Sindh.
According to senior officials, the group was responsible for the targeted killing of a citizen in Matli, Badin, on May 18, 2025. The CTD confirmed that several suspects had been arrested, and solid evidence directly linked them to RAW.
Mastermind and funding trail
Investigators revealed that the operation was led by Sanjay Sanjeev Kumar alias Fauji, an Indian agent currently residing in a Gulf country. He reportedly hired Salman, a resident of Sheikhupura, to carry out the plot.
Officials added that RAW provided large sums of money for the killing. The arrested suspects, who conducted surveillance in Matli, were caught with weapons, motorcycles, and mobile phones used in the crime.
Past incidents and propaganda tactics
CTD Sindh officials said this was not the first time RAW had targeted Pakistanis. In 2018, a similar attack in Matli left another innocent citizen dead. That incident was immediately followed by propaganda in Indian media to mislead the public.
Investigators further noted that RAW has also carried out secret killings and intelligence missions in other countries, proving the cross-border nature of its activities.
Next steps and prosecution
Additional IG CTD Sindh, Azad Khan, stated that the department’s role is limited to investigations. The federal government will now take the matter forward at policy and diplomatic levels.
He also highlighted that prosecutors are working on stronger cases to ensure strict punishments. During questioning, the names of other possible future targets were also discovered.
“The victims were ordinary people engaged in welfare work. They had no links with any groups. RAW deliberately targeted innocent citizens,” Khan said.
The CTD emphasized that further arrests are expected as investigations continue.
