UN Security Council To Vote On Trump Gaza Plan Amid Competing Drafts

The UN Security Council is set to vote on Monday regarding a resolution supporting US President Donald Trumpโ€™s Gaza peace plan, diplomats confirmed. The resolution comes after weeks of negotiations within the 15-member Council, aimed at following up on the ceasefire in the two-year conflict between Israel and Hamas.

The draft resolution, seen by AFP, โ€œwelcomes the establishment of the Board of Peace,โ€ a transitional governing body for Gaza that Trump would theoretically chair until the end of 2027. It also proposes forming a โ€œtemporary International Stabilization Force (ISF)โ€ to work with Israel, Egypt, and newly trained Palestinian police to secure borders and help demilitarize Gaza.

Unlike earlier drafts, the current text mentions a possible future Palestinian state. The United States, along with Egypt, Saudi Arabia, Turkey, Qatar, the UAE, Indonesia, Pakistan, and Jordan, urged the Council to adopt the resolution swiftly. In a joint statement, the countries said they supported the measure and called for its โ€œswift adoption.โ€

However, Russia circulated a competing draft that does not authorize a Board of Peace or immediate deployment of an international force. The Russian text welcomes โ€œthe initiative that led to the ceasefireโ€ but does not mention Trump. It only requests the UN Secretary-General to submit a report on possible deployment of a stabilization force in Gaza.

US officials warned of the risks of rejecting the Trump Gaza plan. UN Ambassador Mike Waltz described any refusal to back the resolution as supporting either continued Hamas control or a return to war, potentially condemning the region to ongoing conflict.

Diplomatic sources noted that while Council members generally support the principles of the peace plan, there are questions about the US draft. Concerns focus on the absence of a monitoring mechanism, the role of the Palestinian Authority, and specific details of the ISFโ€™s mandate.

Russia emphasized its draft aligns with the principle of a two-State solution for Israel and Palestine, highlighting differences with the Trump Gaza plan. The Security Council vote will be a critical step in determining international support for the proposed resolution.
