ISLAMABAD: The Pakistani government has announced plans to include international AI experts in the National AI Council to strengthen the implementation of its National Artificial Intelligence policy.
The council, a key body for overseeing AI policy, will now feature representatives from federal ministries, regulators, and international AI specialists. Officials said this step aims to reduce delays caused by a traditional bureaucratic structure.
“The inclusion of AI experts is critical to ensure the policy is implemented effectively and keeps pace with global AI developments,” sources said.
The National AI Policy was approved by the federal cabinet in July 2025. However, delays in consultation with provincial authorities have slowed the formation of the AI Council. The council is meant to coordinate AI development, regulation, and policy execution across Pakistan.
Key members will include officials from the Ministry of Science and Technology, Ministry of Foreign Affairs, Ministry of Federal Education, the Higher Education Commission, and the Pakistan Telecommunication Authority. AI experts will provide strategic guidance on emerging technologies and high-performance computing infrastructure.
Experts warn that Pakistan’s limited AI infrastructure remains a major challenge. Only three universities currently have high-performance computing (HPC) data centres capable of supporting large-scale AI research. Telecom data centres are largely designed for conventional IT workloads, making them insufficient for advanced AI applications.
The private sector has expressed interest in investing in AI-ready data centres. However, uncertainty over government policies and regulations has slowed potential investment. Analysts say that without timely decisions and proper infrastructure, Pakistan risks falling behind in the global AI race, affecting its broader digital economy.

Officials emphasized that the AI Council will play a central role in coordinating federal and provincial efforts, regulating emerging AI technologies, and guiding long-term research initiatives. The government hopes that international and local AI experts working together will accelerate Pakistan’s AI ambitions.
