National Assembly Introduces Copyright Amendment Bill 2026

National Assembly Introduces Copyright Amendment Bill 2026

The National Assembly of Pakistan has introduced the Copyright (Amendment) Bill, 2026 to modernize the Copyright Ordinance of 1962.

The bill was presented in the House by Dr Tariq Fazal. It has been referred to a relevant parliamentary committee for detailed review and discussion.

The purpose of the Amendment Bill is to strengthen copyright protections for creators and address modern challenges. This includes regulating the re-arrangement, alteration, or adaptation of creative works in the digital age.

Officials said the bill aims to bring Pakistan’s copyright laws in line with international standards while protecting local creators from misuse or unauthorized modifications of their work.

The Amendment Bill is part of a wider legislative push in 2026 to update existing laws. Other bills introduced this year include the National Tariff Commission (Amendment) Bill, 2026, and the Export Development Fund (Amendment) Bill, 2026.

The legislative effort reflects the government’s broader goal of modernizing Pakistan’s legal framework to support innovation, creativity, and economic development. Lawmakers hope the updates will also improve enforcement mechanisms for intellectual property rights.

The committee reviewing the bill will examine all aspects of the proposed amendments, including enforcement procedures, penalties for violations, and compliance requirements for individuals and organizations. Recommendations from the committee will be submitted to the National Assembly before the bill proceeds to a vote.

The bill has also drawn attention from copyright experts, academics, and industry stakeholders who emphasize the need for a clear legal framework to manage evolving intellectual property challenges in the digital era.

Related initiatives, such as Private Member Bills in the Senate, indicate a coordinated legislative push in 2026 to modernize laws across multiple sectors.

Once approved, the Amendment Bill is expected to strengthen protections for artists, writers, and creators, while ensuring Pakistan’s copyright system remains relevant in a rapidly changing technological landscape.

The National Assembly will continue discussions over the coming weeks as the committee completes its detailed review of the bill.
