ISLAMABAD: The federal government is preparing a relief plan to provide subsidized fuel to low-income users. The scheme will offer petrol via a mobile app to motorcyclists and rickshaw drivers across Pakistan.
The initiative aims to reduce the burden of rising fuel prices. It focuses on people who rely on two- and three-wheelers for daily income. Officials say the system will use a digital quota to manage fuel distribution.
Under the plan, eligible users will receive petrol via a dedicated mobile application. Each user will be assigned a fixed monthly quota. They will be able to buy fuel at discounted rates within that limit.
Sources said the government is reviewing several options for implementation. Final approval will be given by Prime Minister Shehbaz Sharif after consultations.
The system will include two separate mobile applications. One app will be used by consumers, while the other will be used by petrol pump operators. This setup will help ensure smooth verification and transparency.
Consumers will generate digital vouchers through their app. These vouchers will allow them to access petrol via participating fuel stations. Pump staff will scan or enter the voucher details to confirm eligibility.
Once verified, fuel will be provided according to the userโs quota. The quota will be linked to the vehicle registration number and the userโs CNIC. This step aims to prevent misuse of the subsidy.
Sources indicate that the monthly quota may be around 15 litres. However, the final limit will be decided by a cabinet committee.
The Oil and Gas Regulatory Authority (OGRA), the Petroleum Division, and the Ministry of IT have completed work on the app system. The government may expand the scheme later to include more vehicle types.
The plan comes after a sharp rise in fuel prices earlier this month. On March 7, 2026, petrol prices increased by Rs55 per litre. Petrol reached Rs321.17 per litre, while diesel rose to Rs335.86 per litre.

Officials believe this initiative will provide targeted relief. Delivering petrol via a digital system could improve efficiency and reduce fraud. The scheme is expected to launch soon after final approval.
