The Higher Education Commission (HEC) has introduced a strict new policy regarding the setup of educational institutions. The decision directly impacts the approval process for new universities and sub-campuses across Pakistan.
According to the HEC, no institution will be allowed to operate without proper approval. This includes all new universities and sub-campus projects at the tehsil level. The commission has clearly stated that prior permission is mandatory.
In an official letter sent to vice-chancellors and heads of universities, the HEC emphasized strict compliance. It stated that no new universities or sub-campuses can be established without full scrutiny and authorization.
The commission also warned that it will not issue NOC, accreditation, or degree verification for any institution violating the policy. This step is aimed at maintaining academic standards and quality education.
HEC has also raised concerns about existing sub-campuses. Issues such as lack of PhD-qualified faculty, low student enrollment, and limited academic programs were highlighted.
Due to these concerns, the commission has suspended all pending applications for sub-campuses. It has also imposed a ban on admissions and advertising in unauthorized institutions.
Officials said that any violation of the rules may lead to cancellation of approvals. This applies to both campuses and academic programs. Universities have been instructed to strictly follow the new guidelines for new universities.
The HEC believes this policy will improve the quality of higher education in Pakistan. It aims to prevent the rapid and unregulated expansion of new universities without proper infrastructure.
Alongside regulatory reforms, the HEC is also introducing digital improvements. A blockchain-based attestation system is expected to launch by June 30. This system is being developed with CMPak and Wibbow Technologies.
The new platform will allow students to submit and track degree verification requests online. It will replace traditional paperwork and in-person visits with a secure digital system.
Officials say this will make the verification process faster and more transparent. It will also benefit graduates applying for jobs or higher studies abroad.
