NIRC Orders CDA to Release Eid and Festival Allowances for 2026

The Capital Development Authority (CDA) has been directed to release Eid and festival allowances for 2026 to eligible employees. The order was issued after a legal complaint was filed by CDA Mazdoor Union.

The case was heard by the National Industrial Relations Commission (NIRC). The commission ordered immediate action on the payment of benefits.

The CDA Mazdoor Union argued that CDA is legally bound under a long-standing agreement. The union said employees have been receiving these allowances regularly for many years.

According to the union, the CDA must provide one monthโ€™s basic salary as a festival allowance. This includes Eid ul Fitr, Eid ul Azha, Christmas, Easter, and Diwali.

The benefit applies to employees from BPS-1 to BPS-15. It also includes contract workers, daily wage staff, and muster roll employees. Some non-gazetted staff in BPS-16 are also covered under the agreement.

The union informed the commission that these payments were issued consistently from 2007 to 2025. However, the allowances were not released in 2026. This led to the legal dispute against CDA.

After reviewing the complaint, the NIRC accepted the case for hearing. The commission issued notices to CDA management. Officials have been directed to appear on May 25.

The CDA has also been asked to submit a detailed response regarding the matter. The commission is also reviewing the request for interim relief filed by the union.

In its interim order, the NIRC directed CDA to immediately implement the agreement. The authority must release Eid ul Fitr and Eid ul Azha allowances for 2026.

Other festival allowances, including Easter and additional events, must also be paid. The NIRC stated that the order will remain effective until the next hearing.

The commission also noted that the interim relief may lapse if not extended later. The final decision will depend on further hearings and submitted records.

Employees of CDA are now waiting for the implementation of the order. The case has brought attention to employee benefit rules and compliance within CDA.
