Pakistanis Paid Over Rs1.43 Trillion in Petrol Levy During the Last Fiscal Year

Pakistan collected more than Rs1.43 trillion through the Petrol Levy during the first eleven months of the current fiscal year, according to official figures. The strong revenue performance reflects higher levy rates, improved enforcement measures, and increased collections from petroleum products.

The amount collected so far is already close to the government’s annual target of Rs1.468 trillion. Officials expect additional revenue before the fiscal year ends, which could push total collections beyond the original target.

Data shows that Petrol Levy revenues have increased significantly compared to the previous year. Collections during the current fiscal year are nearly Rs600 billion higher than the amount recorded during the same period last year. This sharp increase highlights the growing role of petroleum-related taxes in government revenue generation.

Monthly figures indicate steady inflows throughout most of the fiscal year. Collections reached Rs157 billion in July before declining to Rs103.46 billion in August. Revenue then increased to Rs112.85 billion in September and Rs143.48 billion in October.

The upward trend continued in November, when collections reached Rs148.36 billion. December recorded the highest monthly collection of the fiscal year at Rs162.46 billion. Revenue later dropped to Rs108.76 billion in January and Rs120.39 billion in February.

Collections recovered again in the following months. The government received Rs139.48 billion in March and Rs146 billion in April. In May, however, Petrol Levy receipts eased to around Rs87.50 billion.

A breakdown of the figures shows that imported petroleum products generated Rs686.52 billion between July and May. Locally refined petroleum products contributed an even larger amount of Rs753.54 billion during the same period.

During May alone, imported fuels generated approximately Rs50 billion in levy collections. Locally refined products added around Rs37 billion to government revenues.

Officials attribute the strong performance to higher levy rates approved under the Finance Bill and commitments made under agreements with the International Monetary Fund (IMF). Authorities also credit stricter enforcement measures and better administrative controls for improving revenue collection.

The Petroleum Development Levy has become one of the government’s most important revenue sources. As the fiscal year approaches its end, officials remain optimistic that total collections will exceed expectations and set a new record.

With revenues already surpassing Rs1.43 trillion and further collections expected in the coming weeks, the Petrol Levy is on track to become one of the highest-performing revenue streams of the current fiscal year.
