The Punjab Excise and Taxation Department has introduced a new policy that makes Vehicle Registration mandatory before the delivery of every newly purchased vehicle. The decision aims to improve transparency and ensure all new vehicles are registered before reaching their owners.
The directive was issued by Director General Excise Umar Sher Chatha during a meeting with car manufacturers and motor branch directors. He instructed officials to begin immediate implementation of the new Vehicle Registration policy across Punjab.
According to the new instructions, no new vehicle can be handed over to a buyer until the registration process has been completed. The department has directed all concerned authorities to ensure full compliance with the updated rules.
To support the system, car manufacturers will submit lists of their authorized dealers to the relevant motor branches. After receiving the lists, the Excise Department will issue Dealer Vehicle Registration System (DVRS) licences to eligible dealers without delay.
Officials said the new process will allow authorized dealers to complete Vehicle Registration on behalf of customers before the vehicle is delivered. This will help buyers receive their vehicles with all legal documentation already completed.
The department explained that any vehicle purchased using a Punjab Computerized National Identity Card (CNIC) must be registered through the concerned authorized dealer. The buyer will receive the vehicle only after the registration process is successfully completed.
DG Excise Umar Sher Chatha said the issuance of DVRS licences will begin as soon as the department receives dealer information from manufacturers. He added that the new system will make registration faster and more organized.
According to the department, 102 authorized dealers across Punjab already hold DVRS licences. These dealers are currently providing registration services in several cities, including Lahore.
Officials also shared details about the service charges under the existing system. At present, authorized dealers collect a service fee of Rs2,000 for each Vehicle Registration. The department is also considering a small increase in the fee to further improve service quality and system efficiency.
The Excise Department believes the updated process will simplify registration procedures while strengthening compliance with provincial laws. It is also expected to reduce delays and improve record management for newly purchased vehicles.

Authorities have instructed all relevant institutions, manufacturers, and dealers to follow the new policy immediately.
