The UK is considering major changes to its immigration system that could significantly reduce the number of Jobs eligible for overseas worker sponsorship. Under new recommendations, only 28 mid-skilled occupations may qualify for sponsorship from 2027, compared with the current list of 52 occupations.
The proposed changes were recommended by the Migration Advisory Committee (MAC) as part of its review of the UK’s Temporary Shortage List. However, the UK government has not yet confirmed whether it will accept these recommendations.
The review was published on July 23, 2026, and focuses on reducing the country’s dependence on overseas workers while encouraging employers to recruit and train more people within the UK.
If approved, the changes would affect many mid-skilled Jobs that currently qualify for the Skilled Worker visa route.
The Temporary Shortage List allows selected occupations to remain eligible for Skilled Worker sponsorship even if they fall below graduate-level qualifications. Normally, the Skilled Worker route is limited to occupations at RQF Level 6, which is broadly equivalent to graduate-level roles.
However, occupations listed on the Temporary Shortage List can qualify even if they fall between RQF Levels 3 and 5.
According to the MAC recommendations, only 20 occupations from the current list would remain eligible. Another eight occupations would be added, bringing the total to 28 eligible occupations.
The recommended occupations mainly cover sectors facing ongoing labor shortages. These include data analysis, digital infrastructure, engineering, construction, and manufacturing.
Several occupations could lose their eligibility under the proposed rules. These include certain roles in business sales, human resources, legal services, advertising, and marketing.
Some creative professions may also be removed from the list. These include authors, writers, and photographers.
If these recommendations are adopted, employers may no longer be able to sponsor new overseas workers for affected RQF Level 3 to 5 Jobs through the Skilled Worker visa route.
This could make recruitment more difficult for businesses that rely on international workers to fill vacancies.
The MAC has also proposed that all 28 eligible occupations remain on the Temporary Shortage List for only 18 months. The suggested period would run from January 1, 2027, to June 30, 2028.
The committee clarified that the 18-month period applies only to the occupation’s inclusion on the shortage list. It does not mean visa holders would receive visas valid for only 18 months.
Unlike previous reviews, the MAC did not recommend any occupation for the standard three-year inclusion period.
Instead, it wants employers and industries to demonstrate clear efforts to solve labor shortages through domestic recruitment and workforce training.
The review began after the Home Secretary asked the MAC in July 2025 to examine which mid-skilled occupations should continue receiving access to overseas workers.
The request followed broader immigration reforms aimed at reducing reliance on foreign labor for lower-skilled and mid-skilled positions.
The first stage of the review, published in October 2025, identified 82 occupations for further assessment. During the second stage, the committee examined labor shortages, industry workforce plans, and employers’ efforts to recruit local workers.
The committee also reviewed whether immigration remained the most appropriate solution for workforce shortages and whether safeguards existed to reduce the risk of worker exploitation.
For employers, the proposed changes could require major adjustments to hiring strategies. Businesses that currently depend on overseas recruitment may need to invest more in local hiring, employee training, and long-term workforce planning.
The recommendations do not affect existing Skilled Worker visa holders. The MAC report does not suggest cancelling immigration status for workers already sponsored under the current system.
Existing visa holders may still be able to extend their visas and eventually qualify for settlement if they continue to meet the relevant immigration requirements.

At present, the proposals remain recommendations only. The UK government has not yet announced whether it will accept the changes or how any new rules would apply to existing applications, current visa holders, or employers already recruiting overseas workers. Until a final decision is made, the current sponsorship rules remain in effect.
