National Database and Registration Authority has introduced a new digital Proof of Life Certificate facility for pensioners.
The NADRA service aims to simplify mandatory pension verification for elderly and retired citizens across Pakistan.
The facility will reduce the need for pensioners to repeatedly visit banks for physical verification. The service is being introduced in phases, with selected pensioner groups included in the initial rollout.
Which Pensioners Are Eligible in First Phase?
The first phase covers pensioners whose payments are administered through the Controller General of Accounts.
Pensioners linked with provincial Accounts General offices are also included in the initial phase.
The service also covers retirees from federal and provincial government institutions. Pensioners from Azad Jammu and Kashmir and Gilgit-Baltistan can also use the facility.
Retired personnel of the Pakistan Army, Pakistan Navy and Pakistan Air Force are included as well. Pensioners associated with NADRA and Radio Pakistan are also part of the first-phase rollout.
Other government departments are expected to join the system during subsequent phases.
Digital Verification Through PakID App
Prime Minister Shehbaz Sharif formally launched the new system on August 20, 2026.
The initiative is part of the government’s broader effort to digitise the pension verification process.
The National Pensioners Verification System is designed to serve more than three million civilian and military pensioners.
Eligible pensioners can complete their Proof of Life verification digitally through the PakID mobile application.
The system uses biometric technology to verify the identity of pensioners.
Facial recognition is another important feature of the new verification process.
This option could particularly benefit elderly people who experience difficulties with fingerprint verification.
Fingerprints can become difficult to authenticate as people age, creating problems during traditional biometric verification.
NADRA Offers Certificate Free of Charge
The Proof of Life Certificate is being provided without any fee to eligible pensioners. Those needing assistance can also complete the process through physical service locations.
NADRA registration centres across Pakistan will provide access to the facility. Pensioners can also use participating union councils for assisted verification.
More than 5,000 e-Sahulat franchises across the country will support the new service. The phased rollout is expected to bring additional pensioner groups into the digital system over time.
The initiative aims to make pension verification faster and more accessible for retired citizens.
