The United States has reported that at least 3,000 North Korean soldiers have been deployed to Russia for training, with concerns that their involvement in combat could make them legitimate targets for Ukraine. US National Security Council spokesman John Kirby revealed that these troops were moved to eastern Russia between early to mid-October, arriving by ship in Vladivostok.
