Microsoft has started testing a new Xbox Plan that lets selected users stream games they already own without paying for a Game Pass subscription. The company is introducing the feature as part of a limited trial for Xbox Insider members, giving players another way to access cloud gaming.
The Xbox Plan entered testing on July 23 and is currently available only to users enrolled in the Xbox Insider programme who have an Xbox account. Microsoft has not confirmed when the feature will expand to more users or whether it will become a permanent offering.
Under the trial, eligible players can stream supported games from their existing digital game libraries at no cost. Unlike the standard Xbox Cloud Gaming service, this version does not require a Game Pass subscription. Instead, users will watch advertisements before each gaming session begins.
Microsoft said each cloud gaming session will be limited to one hour. The advertisements will only appear before gameplay starts. They will not interrupt players while they are actively playing. This approach is designed to keep the gaming experience smooth after the session begins.
Participation in the test is optional. Users who prefer existing paid options or other ways to play games can continue using those services. Microsoft has also not revealed how long the advertisements will be or whether future versions will include daily or monthly usage limits.
The company clarified that not every digital Xbox game will be supported. Only selected titles that already support cloud streaming will be available through the new Xbox Plan. Players must also own those games digitally to access them in the trial.
Xbox Cloud Gaming already supports a wide range of devices. Players can access the service on Windows PCs, Xbox consoles, smartphones, tablets, and supported web browsers. It also works on selected LG and Samsung smart TVs, Amazon Fire TV devices, and certain Meta Quest headsets.
Most games require a compatible controller, although some titles include touchscreen controls for mobile devices. This flexibility allows players to enjoy cloud gaming across multiple platforms without needing a dedicated gaming console.
The trial could also benefit Xbox One users. They may be able to stream newer games developed for Xbox Series X and Xbox Series S without purchasing newer hardware. This could extend the life of older consoles while giving players access to more recent releases.

Microsoft has not shared additional details about the future of the Xbox Plan. However, the test suggests the company is exploring new ways to make cloud gaming more accessible. If the trial proves successful, the ad-supported model could become another option for Xbox users who want to play without a Game Pass subscription.
