Extortion Allegations Against CCD Chakwal Officials Reach Final Inquiry Stage

Extortion allegations against three officials of the Crime Control Department (CCD) Chakwal have entered the final stage of a departmental inquiry.

The case has raised concerns about police accountability and alleged misconduct within a specialized law enforcement unit.

According to reports, the inquiry is being conducted by SP Afzal Shah. The investigation is expected to conclude within the next few days.

Senior journalist Mohsin Raza reported that the departmental probe has reached its final phase. Officials have not yet announced the outcome of the investigation.

District Officer CCD Chakwal Zulfiqar Bazid confirmed that the attendance of the three officials is no longer being recorded in the departmentโ€™s daily register while the inquiry continues.

The Extortion allegations relate to claims that two men were allegedly abducted and an Attock businessman was forced to pay Rs1.4 million for their release.

According to the complaint, businessman Nasir Mahmood claimed that his employee, Gul Zeb, and driver Amir Zeb were transporting 30 cartons of cigarettes from Mardan to Lahore during the night of May 7 and 8.

Nasir alleged that the vehicle was intercepted in the Kallar Kahar area by three police officials. He claimed the officers used Gul Zebโ€™s mobile phone to contact his business partner, Muhammad Zeb, and demanded Rs3 million for the release of the employees and the vehicle.

The complainant said he and Muhammad Zeb immediately traveled from Attock to Kallar Kahar. During telephone discussions, the alleged demand was reportedly reduced from Rs3 million to Rs1.4 million.

Nasir Mahmood alleged that they later met three individuals near the Rescue 1122 office on Jheel Road. According to his complaint, two men were in civilian clothes while one wore a police uniform.

He claimed the men collected Rs1.4 million and assured them the employees and vehicle would be released shortly afterward.

The complainant identified the three officials as ASI Masood Ahmed, Head Constable Mohsin Shah, and Constable Ahsan Javed. He alleged that all three were serving with CCD Chakwal at the time of the incident.

Following the complaint, DPO Chakwal Kashif Zulfiqar assigned ASP Zaman Ali to conduct an initial investigation. Reports claimed the preliminary inquiry found sufficient evidence to support the complainant’s claims.

However, the reported registration of a criminal case was later withheld. According to the report, senior CCD officials argued that disciplinary action against CCD personnel should be handled through departmental procedures.

The matter was then transferred to the Regional CCD Office in Rawalpindi, where the current departmental inquiry is being conducted.

Reports also claimed that Nasir Mahmood later reached a settlement with the three officials. It is alleged that the Rs1.4 million was returned, and the complainant agreed not to pursue further legal proceedings. These claims have not been independently verified by authorities.

The Extortion allegations have also sparked wider debate about an alleged organized network sometimes referred to as the “Motorway Gang.” Journalists and activists have questioned whether retired and serving police personnel could be involved in similar activities.

The report further claimed that the three CCD officials were not officially assigned to Kallar Kahar on the day of the alleged incident. Their reported presence in the area remains one of the key issues under investigation.

Authorities have not yet released the final findings of the departmental inquiry. The outcome is expected to influence future action and may affect public confidence in law enforcement accountability.
