FIA has arrested three suspects during an investigation into an alleged foreign facilitation network in Islamabad.
The Federal Investigation Agency’s Anti-Corruption Circle Islamabad conducted the operation.
Those arrested include a Chinese national, an immigration official and a constable from Islamabad Police’s Special Protection Unit.
Investigators allege the network helped foreign nationals obtain illegal airport clearances and other unlawful assistance.
FIA Arrests Three Suspects in Islamabad
According to FIA sources, the Chinese suspect was identified as Xiao Jinping, also known as Jackson or Jason.
Investigators described him as an alleged organiser of a network involving Chinese nationals in Pakistan.
The second suspect was identified as Junaid Mughal, an official associated with Immigration, Passports and Citizenship.
The third suspect was Zafar Iqbal, a constable serving with Islamabad Police’s Special Protection Unit.
The allegations against all three remain subject to further investigation and court proceedings.
Investigation Started After Earlier Arrests
The investigation reportedly began following disclosures by foreign nationals arrested in an Anti-Human Trafficking Cell case.
Those individuals allegedly told investigators about a system used to facilitate foreign nationals at Pakistani airports.
The arrangement allegedly involved illegal clearances in exchange for bribes.
Investigators claim Xiao disclosed information about payments made for airport clearance and facilitation.
He allegedly told officials that Mughal and Iqbal received Rs 80,000 per foreign national.
The FIA reportedly examined Xiao’s mobile phone and said forensic evidence supported parts of his alleged disclosure.
Cash and Digital Evidence Reportedly Recovered
Investigators later raided Mughal’s residence in Ghori Town, Islamabad.
Officials reportedly recovered his mobile phone and examined its contents.
The device allegedly contained WhatsApp conversations, financial records and other material connected with the investigation.
The agency also reportedly recovered millions of rupees in cash, laptops, mobile phones, vehicles and other material.
According to investigators, Mughal allegedly admitted receiving Rs 20 million in cash.
The money was allegedly connected with the release and facilitation of several foreign nationals.
Those individuals reportedly included Chinese, Vietnamese and Indonesian nationals.
The cash was reportedly recovered from a box inside Mughal’s Honda Civic.
Further Investigation Underway
Following the alleged disclosures, SPU constable Zafar Iqbal was also arrested for questioning.
Investigators allege the network assisted foreign nationals with immigration and passport-related hurdles.
It also allegedly facilitated their movement and provided other unlawful assistance.
A case has reportedly been registered under relevant provisions of the Pakistan Penal Code and Prevention of Corruption Act.
Officials say the investigation remains underway and the possible involvement of other individuals will be examined.
Importantly, the allegations have not established the guilt of any accused person.

The suspects remain entitled to due process, and the allegations will be subject to investigation and trial.
