A major reform plan has been presented to Prime Minister Shehbaz Sharif, aiming to transform Islamabad into a smart and digitally governed capital. The proposal outlines wide administrative and governance changes over the next five years.
The plan suggests creating an elected regional setup for Islamabad. A 27-member Islamabad Assembly would manage local governance and public services. The assembly would also elect its own head, who may serve as a Chief Minister or Mayor.
Officials say the reform is designed to improve efficiency and strengthen local decision-making in Islamabad. It also aims to bring governance closer to citizens through elected representation.
The proposal includes the introduction of an Islamabad Capital Territory Government Act. This law would combine existing municipal and development rules into a single framework for Islamabad.
Under the plan, most administrative powers currently held by federal institutions would gradually shift to the local government. However, key areas such as law and order and master planning would remain under federal control.
A special transition committee is also proposed. This body would supervise the phased transfer of responsibilities and ensure smooth implementation in Islamabad.
The reform blueprint also focuses on digital transformation. It presents a five-year strategy to develop Islamabad into a smart city using modern technology and e-governance systems.
Six new specialized agencies would be created under the plan. These agencies would manage sectors like health, education, tourism, and digital services in Islamabad.
Authorities also propose a unified digital platform. This system would integrate land records, taxation, licensing, and public complaints into one system.
Officials say the platform will improve transparency and reduce delays in public services across Islamabad.
The plan further recommends financial independence for the capital. An independent finance committee would manage taxation and resource allocation in Islamabad.
Another key feature is the โDestination Islamabadโ initiative. It aims to promote tourism, attract investment, and improve the cityโs global image.
