Former caretaker prime minister and Senator Anwaarul Haq Kakar has called for Balochistan’s challenges to be addressed through political, administrative and development measures, arguing that separatism and violence offer no solution.
Kakar made the remarks during a special session involving more than 6,150 students from 21 stations across Pakistan under the ISPR-organised Summer Internship Programme 2026.
His discussion covered Balochistan’s history, separatist narratives, terrorism, human rights, national security and the role young people can play in addressing these issues.
Kakar Outlines Approach to Balochistan
Kakar said solutions to Balochistan’s problems should be pursued within Pakistan’s constitutional and governmental framework.
He identified political engagement, administration and development as the appropriate routes for addressing the province’s challenges.
The senator contrasted that approach with militant groups, which he said use violence to advance their narratives.
Kakar also rejected attempts to justify militant violence on human rights grounds. Referring to attacks involving passengers of the Jaffar Express, civilians in Musakhail and labourers in Turbat, he described targeting civilians as a violation of the right to life.
His remarks represented his assessment of the security situation and the wider debate surrounding Balochistan.
Development and Governance in Focus
Economic and administrative issues also featured prominently in Kakar’s address.
He argued that poverty and underdevelopment should be tackled through development, improved governance and effective delivery of public services.
The former caretaker prime minister also said the fight against terrorism should not depend solely on state institutions and security responses.
Knowledge, reasoned argument, communication and intellectual capabilities should also be used to counter extremist and militant narratives, he told the students.
More Than 6,150 Students Participate
The scale of the session gave the discussion a strong youth dimension.
