In a significant move aimed at improving identity verification and transparency, the National Database and Registration Authority (NADRA) has announced sweeping changes to the CNIC and B-Form registration process, following directives from Federal Interior Minister Mohsin Naqvi.
One of the key reforms is the requirement of mandatory birth registration at the Union Council level for all B-Form applications. This measure is designed to eliminate fraudulent entries and bolster child protection frameworks across Pakistan.

The new biometric rules are now age-specific: children under 3 years will not require any biometric or photographic data; children aged 3 to 10 must provide a photo and iris scan; and those aged 10 to 18 must submit a photo, biometric fingerprints, and an iris scan. Additionally, each child will be issued a B-Form with a specific validity period. While existing B-Forms remain valid, a new one will be necessary for passport applications.
The Family Registration Certificate (FRC) has also been granted legal status. Applicants must now declare the accuracy of their family information, with the FRC including details for individuals in multiple marriages. Women can choose to display either their father’s or husband’s name on their CNIC, offering greater flexibility.
To enhance service delivery, NADRA has introduced a low-cost chipless identity card featuring bilingual data and a QR code for quick verification. Moreover, NADRA has expanded its mobile Biker Service in Karachi from 3 to 8 units to improve accessibility and has pledged to resolve CNIC restoration or confiscation cases within 30 days.
