National Cyber Crime Investigation Agency shared the concern in a briefing to a Senate committee.

The briefing was submitted to the Senate Standing Committee on Information Technology. According to the agency, the current system has gaps in national cyber monitoring.

These gaps may affect the country’s ability to detect and respond to major cyber incidents. The NCCIA said different sectors currently monitor their own critical information infrastructure.

This monitoring is generally carried out through Security Operations Centres, also known as SOCs.

These centres are established and managed by relevant regulators and organisations. However, the agency said there is no consolidated national system for real-time cyber threat monitoring.

It also does not currently have direct access to a unified national threat-intelligence platform. Such a platform could provide a broader view of cyber threats across multiple sectors.

It could also help authorities identify major threats more quickly.

The agency said the absence of an integrated system may reduce timely awareness. It may also affect early-warning capabilities during major cyber incidents.

Another concern is the lack of coordinated information sharing between different organisations.

This may make it harder to respond quickly to threats affecting multiple sectors. Critical Information Infrastructure includes systems that are important for national services and operations.

Cyberattacks on such systems can create serious disruption if not detected early.

The NCCIA therefore recommended stronger cyber threat-intelligence sharing across Pakistan. It called for better coordination between regulators and critical infrastructure operators.

The agency also highlighted the role of Security Operations Centres in improving national monitoring.

Better cooperation between these groups could strengthen the country’s overall cyber resilience. It could also support faster responses during large cybersecurity incidents.

The agency said a unified threat-landscape dashboard could improve national-level visibility.

Such a system could bring information from different sectors into one platform. This would help authorities monitor threats in real time and respond more effectively.

The recommendations focus on improving coordination rather than replacing existing monitoring systems. The goal is to connect separate sector-level systems through stronger information sharing.

Pakistan has been increasing its focus on cybersecurity as digital services continue to expand.
