Pakistan Customs has launched a major Crackdown on Used Imports of smartphones, targeting iPhones, Samsungs, and Google Pixels. Officials say the move aims to prevent undervaluation and ensure accurate taxation.
The Directorate General of Customs Valuation issued Valuation Ruling No. 2035 of 2026 on Monday. It sets new customs values for 62 models of used phones. The update applies to commercial imports and excludes packaging and accessories.
Importers previously relied on old customs values to bring used devices into Pakistan. The new ruling recalculates real market prices, leaving importers adjusting to higher duties. Officials said this is part of the ongoing Crackdown on Used Imports to ensure fair revenue collection.
Apple models such as the used iPhone 15 Pro Max and iPhone 14 Pro are now assigned values of $460 and $290 per piece, respectively. Samsung and Google Pixel phones, including the Galaxy S23 Ultra and Pixel 9 Pro XL, have also seen updated rates. Customs will verify activation dates, and all phones must have been used for at least six months before import.
Customs authorities emphasized that the ruling applies irrespective of the phoneโs condition. Importers cannot claim lower taxes based on wear or grade. Unlisted phone models will be assessed under Sections 25(5) and 25(6) of the Customs Act, closing previous loopholes.
The customs department invited stakeholders to present documents and justify valuations. Officials insist on full transparency and strict compliance. Analysts say the crackdown will increase costs for importers and retailers while boosting government revenue.
This Crackdown on Used Imports follows an 18-month gap since the last valuation update. It addresses discrepancies between declared values and real market prices, adds newer models, and accounts for depreciation of older devices.
Industry experts expect the new rules to reshape Pakistanโs used smartphone market, forcing importers to plan purchases more carefully. Authorities warn that non-compliance could lead to fines, seizures, or legal action.
With the new customs values now in effect, Pakistan Customs signals a stricter approach to regulating used electronic imports, aiming for fairness, transparency, and revenue growth.
