Pakistan Updates Net Metering Policy For Solar Energy Users

The Ministry of Energy has officially revised the net metering policy after extensive consultations with key stakeholders. The revised framework replaces the existing net metering system with a net billing system for solar consumers.

Under the revised policy, solar power purchase agreements will now last for five years. Instead of the previous surcharges applied under net metering, consumers will receive a per-unit exchange rate. Sources indicate the proposed net billing rate is expected to be around Rs12 per unit.

The government also revises licensing requirements for solar consumers. Those with a connected load of less than 25 kilowatts will now need a license from the National Electric Power Regulatory Authority (NEPRA). Previously, domestic, industrial, and commercial consumers under 25 kilowatts were exempt from licensing.

Officials said the Ministry of Energy, working with distribution companies (DISCOs) and NEPRA, completed the revision process after several months of discussions and planning. Authorities emphasized that continuation under the old net metering policy was not feasible, prompting the necessary revisions.

The ministry clarified that the determination of solar tariffs will continue to be handled by NEPRA regulators. Officials stressed that the revised policy is designed to provide clarity, fairness, and stability for solar energy consumers and producers.

Experts say the revised framework may encourage more consumers to invest in solar power while ensuring proper regulation of the energy sector. The policy revisions are part of broader efforts to modernize Pakistanโ€™s renewable energy landscape.

The Ministry of Energy has urged consumers and stakeholders to stay informed about the revised rules and licensing requirements, highlighting that the new policy aims to balance consumer protection with sustainable energy growth.
