Islamabad — The Government of Pakistan has proposed the 27th Constitutional Amendment, marking a historic restructuring of the nation’s military command system.
According to the proposed changes, the position of Chairman Joint Chiefs of Staff Committee (CJCSC) will be abolished on November 27, 2025. In its place, a new high-level post titled “Commander of the National Strategic Command” will be created.
The Prime Minister will appoint this Commander on the recommendation of the Chief of Army Staff (COAS), who will also assume the expanded title of Chief of Defence Forces — centralizing the oversight of all defense branches.
The amendment further introduces lifetime privileges for officers promoted to the ranks of Field Marshal, Marshal of the Air Force, or Admiral of the Fleet, allowing them to retain their titles, uniforms, and associated benefits for life.
Additionally, these top-ranking officers will enjoy special legal protections and immunities, ensuring their service records and actions remain safeguarded under federal law.
The proposal has sparked widespread debate in political and defense circles, with analysts calling it a transformative step that could reshape Pakistan’s civil-military framework in the years to come.
