Pakistan’s Iron & Steel Scrap Imports Reach Four-Year High

Pakistan’s iron and steel scrap imports have surged to their highest level since December 2021, signaling renewed growth in the country’s construction and steel sectors.

According to fresh data released by Arif Habib Limited (AHL) on Saturday, Pakistan imported 359,759 tons of iron and steel scrap in September 2025, marking a 30% year-on-year (YoY) and 36% month-on-month (MoM) increase. This surge represents a four-year high as local steel manufacturers ramp up raw material purchases to meet increasing domestic demand.

During the first quarter of FY26, total scrap imports reached 935,981 tons, up 12% YoY, reflecting stronger industrial and infrastructural activity across the country.

“These import numbers are positive for the long steel sector since steel scrap is the main raw material for producing billets, rebars, and girders,” AHL stated, emphasizing the positive impact on Pakistan’s construction supply chain.

In monetary terms, the value of scrap imports stood at $178 million in September 2025, up 11% YoY. However, despite the higher import volumes, the total value increase was moderated by a 15% drop in the average import price per ton, which fell to $494.

For the July–September 2025 quarter, total import value amounted to $486 million, slightly down by 2% YoY, as the average price per ton declined by 12% to $524.

Earlier in August, the Directorate General of Customs Valuation Karachi had fixed new customs values on the import of Iron & Steel Scrap (Re-meltable, HMS, Shredded, and Re-Rollable Scrap) from all origins, a move aimed at improving valuation transparency and stabilizing pricing in the sector.

The recent import surge underscores renewed industrial momentum, supported by recovery in Pakistan’s construction demand, infrastructure projects, and private housing activity—offering much-needed optimism for the country’s steel manufacturing and allied industries.
