Pakistan Medical and Dental Council (PM&DC) has outlined strict financial penalties for medical and dental colleges that fail to comply with admission, student registration and reporting requirements. The measures aim to strengthen accountability and improve transparency across Pakistan’s medical education sector.

The penalties cover several administrative violations, including delayed merit lists, late student registration, overdue examination results and failure to report student transfers. The council has also warned institutions against admitting students beyond their approved seat allocations.

According to the council’s published rules, colleges that delay the publication or reporting of merit and admission lists can face an initial fine of Rs. 500,000, followed by an additional Rs. 50,000 for each day of delay.

The requirements apply to institutions responsible for managing admissions and maintaining student records. Colleges are expected to follow the prescribed deadlines and submit the required information through the designated reporting systems.

PMDC Penalties for Admission and Administrative Violations

The council’s published penalty schedule specifies financial consequences for a range of reporting and compliance failures.

ViolationReported penalty
Delayed merit or admission listRs. 500,000
Each additional day of merit-list delayRs. 50,000
Delayed student registrationRs. 50,000 per student
Delayed graduation reportingRs. 75,000 per student
Late annual examination resultsRs. 30,000 per student
Delayed transfer or leaving-student reportingRs. 100,000 per student
Failure to comply with permitted student fees and chargesRs. 200,000 per violation

These penalties are listed in the PM&DC’s published regulatory material. Institutions should consult the applicable policy and notification to confirm the precise requirements for their circumstances.

The financial consequences can increase when violations continue. The council’s published rules also provide for institutions receiving penalties to be placed on a grey list. Three penalties may lead to further action, including suspension of registration and recognition.

Rules for Admissions Beyond Approved Seats

Medical and dental colleges must follow their approved seat allocations and the applicable admission criteria. Institutions that exceed their permitted capacity may face financial penalties and reductions in seats for a subsequent admission session.

A PM&DC public notice issued on March 11, 2026, states that colleges admitting students beyond allocated seats must pay an amount equivalent to 100% of the actual fee charged or to be charged from each additional student for every year of the MBBS or BDS programme. It also provides for a double reduction in seats for the next session.

Because the council has published different penalty formulations in its regulatory material, colleges should consult the latest applicable policy before relying on a particular amount or seat-reduction formula.

Online Student Registration and Reporting Requirements

The PM&DC has directed public and private medical and dental colleges to register every admitted student through its official student registration portal within the prescribed deadline.

The council’s March 2026 notice warns that institutions failing to register students on time may face penalties under the applicable admission regulations. The published schedule includes a fine of Rs. 50,000 per student for delayed registration.

Colleges must also maintain accurate student records and submit information about graduation, annual examination results and transfers within the required timeframes.

Online reporting helps the regulator maintain records of admissions and monitor whether institutions are following the applicable rules. Failure to complete these administrative requirements may expose institutions to further regulatory action.

House Job Requirement for Medical Graduates

Medical graduates must complete the required house job training to qualify for full professional registration, subject to the applicable PM&DC rules.

Teaching hospitals and other relevant institutions should follow the council’s requirements for documenting and reporting the completion of house job training. Applicants and hospitals should consult the current official regulations for the exact reporting deadline and documentation requirements.

Colleges May Face Further Regulatory Action

Financial penalties are not the only possible consequence of non-compliance. The council’s published rules allow institutions with repeated violations to face additional regulatory measures, potentially including suspension of registration and recognition after the prescribed process.

The PM&DC also states that admissions irregularities can be reviewed by the council. Where irregular admissions are identified, the council may cancel them, but the college and affected student must be given an opportunity to be heard before a decision is made.

The measures place greater responsibility on medical and dental college administrations to follow admission schedules, comply with approved seat allocations and maintain accurate student records.
