The Pakistan Telecommunication Authority (PTA) has directed PTML to stop issuing new ONIC SIMs and eSIMs. The order also covers new connections, subscriptions, and related commercial activities.
The regulator has instructed PTML to immediately halt these activities. This includes marketing and other business operations linked to new ONIC subscriptions.
However, existing ONIC customers can continue using their services. ONIC has reassured users that there is currently no disruption to its services.
In a statement, ONIC said its customers can continue using their connections without interruption. The company also reaffirmed its commitment to connectivity, customer support, and service quality.
PTA has given PTML three months to migrate all existing ONIC customers. The company must move customers to PTML while protecting their data and records.
The regulator has also asked PTML to submit a compliance report. The report must be provided within seven working days.
It must confirm that the ordered activities have stopped. It must also explain the measures taken by PTML to follow the PTA directive.
According to PTA, ONIC operates through a structure similar to a Mobile Virtual Network Operator (MVNO). The regulator highlighted several features supporting this assessment.
These include separate branding, customised packages, and a dedicated mobile application. ONIC also has separate billing and customer management systems.
The company also operates direct customer services. PTA said these arrangements give ONIC several characteristics associated with an MVNO.
The regulator also examined the role of Digital Technology Management Services (DTMS). The company is involved in several ONIC-related business activities.
DTMS handles marketing, customer acquisition, and Know Your Customer processes. It also manages SIM logistics, sales, and customer support.
Under its agreement with PTML, DTMS receives 55 percent of relevant revenue. This arrangement applies during the first three years.
PTA said PTML has two options to continue operating ONIC in Pakistan. The first option is to operate it fully under PTML’s existing mobile licence.
Under this option, PTML must remove features that make ONIC operate like a separate MVNO. The second option is to obtain a separate MVNO licence.
The MVNO licence would allow PTML to retain the current ONIC operating structure. This would provide a regulatory route for continuing the existing business model.
Until the matter is regularised, PTML will remain responsible for ONIC’s obligations. These include regulatory, technical, consumer protection, security, and national security requirements.
Existing customers will therefore be migrated to PTML within the three-month period. The process is expected to include safeguards for customer data and records.

For now, ONIC users have been told that their services remain available. The PTA directive mainly affects new subscriptions and the current operating structure.
