Punjab government is planning to distribute around 120,000 electric two- and three-wheelers across the province.
The initiative is part of the Punjab Clean Air Program, also known as PCAP. It aims to promote cleaner transport and reduce vehicle emissions.
Officials discussed the plan during a stakeholder consultation held on Monday. The meeting focused on Punjab’s transition towards environmentally friendly transportation.
The project will offer Electric Bikes and other electric vehicles through affordable financing options. Electric three-wheelers will also be included in the initiative.
Affordable Financing for Electric Vehicles
Participants discussed low-interest installment plans to make electric vehicles more affordable.
The financing models could help commuters and commercial operators switch from conventional vehicles to electric alternatives.
The consultation also discussed providing targeted access to women and low-income groups.
Officials examined the infrastructure required to support the growing use of Electric Bikes and three-wheelers.
Charging stations were among the main topics discussed during the meeting. Battery waste management was also highlighted as an important part of the project.
Punjab Plans to Generate Carbon Credits
The initiative also aims to generate carbon credits through verified reductions in vehicle emissions.
These carbon credits could become tradable after the emission reductions are properly measured and verified.
Stakeholders discussed creating transparent systems for measuring, reporting and verifying the environmental benefits.
The government wants the project to qualify under the internationally recognised Verified Carbon Standard managed by Verra.
Such verification would help determine whether emission reductions from the project can generate eligible carbon credits.
Multiple Departments Join Consultation
Representatives from several Punjab government departments attended the consultation.
These included the Environment, Excise, Transport, and Planning and Development departments. Representatives from the Bank of Punjab also participated in the discussions.
Vehicle manufacturers, dealers and battery-swapping companies were also present. Financial institutions, civil society representatives and consumers took part in the consultation as well.

The Punjab government said practical recommendations from stakeholders would be considered during project development.
Feedback will be incorporated into project documents and implementation procedures where appropriate.
The distribution of Electric Bikes and three-wheelers forms part of Punjab’s wider clean-air strategy.
