The Home Department of Punjab has released a detailed list of banned and unregistered groups under the Anti-Terrorism Act 1997. Authorities warned that providing financial support to THESE organisations is a criminal offence.
In an official statement, the department said donating zakat, charity, or any other funds to THESE organisations is punishable by law. Citizens have been urged to ensure their contributions are directed only to legally registered charities.
Officials clarified that all charitable bodies operating in Punjab must be registered with the Punjab Charity Commission. Before donating, citizens should verify registration through the QR code printed on the organisationโs certificate. This step ensures funds reach genuine beneficiaries and not unlawful networks.
The list of banned groups includes Lashkar-e-Jhangvi, Sipah-e-Muhammad Pakistan, Jaish-e-Mohammed, Lashkar-e-Taiba, Sipah-e-Sahaba, Tehreek-e-Jafaria, Al-Qaeda, Tehreek-e-Nafaz-e-Shariat-e-Mohammadi, Tehreek-e-Islami, Khudam ul Islam, Tehreek-e-Taliban Pakistan, and ISIS. Authorities stressed that any financial or material assistance to THESE organisations will lead to strict legal action.
The notification also names Balochistan Liberation Army, Sindhudesh Revolutionary Army, Pashtun Tahafuz Movement, Tehreek-e-Labbaik Pakistan, Zainebiyoun Brigade, and the Hafiz Gul Bahadur group as outlawed entities.
In addition, several groups operating under charitable titles have been included in the proscribed list. These include Al Rehmat Trust Bahawalpur, Al Furqan Trust Karachi, Falah-e-Insaniat Foundation, Al Akhtar Trust, Maymar Trust, and Al Hamd Trust. Authorities warned that some banned networks use welfare names to collect donations.
The Home Department appealed to the public to remain vigilant. Citizens are encouraged to report suspicious fundraising activities linked to THESE organisations. Complaints can be registered through the toll-free number 0800-11111 or the helpline 042-99213871.
The complete list of proscribed groups has been uploaded to the official websites of the Punjab Home Department and the National Counter Terrorism Authority (NACTA). Officials emphasized that public cooperation is essential to prevent misuse of charity funds and ensure financial assistance reaches lawful causes.
The department reiterated that strict enforcement measures are in place. Citizens are advised to verify all charities before making donations to avoid legal consequences.
