Sindh Launches Coal-To-Fertiliser Initiative To Drive Economic Growth And Jobs

The Chief Minister of Sindh, Syed Murad Ali Shah, has emphasized the importance of the flagship Thar Coal-to-Fertiliser (C2F) project. He said it will reduce dependence on imported fertiliser, create jobs, generate exports, and add value to Pakistan’s indigenous coal resources.

The $1.12 billion Thar-based urea plant is being executed by Fauji Fertiliser Company. The initiative aims to utilise Thar’s coal reserves to strengthen domestic fertiliser security and support Pakistan’s industrial growth.

During a meeting at the Chief Minister’s House, Murad Ali Shah reviewed the project’s progress and finalised the strategic roadmap. FFC CEO Jahangir Piracha led a delegation briefing the chief minister on the technical, financial, and environmental aspects of the project.

Officials stated that the project achieved a key milestone in November 2025 with the completion of the Bankable Feasibility Study (BFS), prepared by international consultants. The project has now entered the front-end engineering design (FEED) and agreements phase. Financial closure is targeted between late 2026 and 2027, while commercial operations are expected to begin in January 2031.

The Thar Coal-to-Fertiliser project is expected to produce 717,000 tonnes of urea annually. Half of the output will cater to domestic consumption, while the rest will be exported, generating up to $260 million in annual revenue.

The project will create more than 3,500 direct jobs and around 7,000 indirect jobs. It is also projected to provide approximately $5.5 million in annual royalties to the Sindh government through the extraction of 2.1 million tonnes of coal each year.

Chief Minister Murad Ali Shah assured full provincial support for the initiative. The government will facilitate water allocation from Makhi Farash, land for the plant, and an employees’ residential colony in Islamkot.

He described the C2F project as strategically vital for Pakistan’s food security, industrial growth, and economic stability. Environmental compliance and sustainable industrial development will remain top priorities as the Coal-to-Fertiliser project moves toward execution.

This project marks a major step in leveraging Pakistan’s indigenous resources to reduce imports, strengthen the economy, and create employment opportunities nationwide.
