The Pakistan Telecommunication Authority has released findings from its latest network quality survey.
The PTA assessed major cellular operators across 11 cities during its second-quarter 2026 survey.
The assessment covered more than 2,000 kilometres over a period of one month. Teams tested networks under real-world conditions across populated areas.
The survey measured voice calls, SMS services and mobile broadband performance. Operators were assessed against 12 key performance indicators.
Jazz recorded the strongest overall performance across the cities included in the assessment. It secured first place in 10 of the 11 locations.
Jazz ranked first in Quetta, Peshawar, Multan, Lahore and Islamabad. It also topped the rankings in Sukkur, Hub and Abbottabad.
The operator further secured the top position in Faisalabad and Rawalpindi. Karachi West was the only city where Jazz did not finish first.
Zong ranked first in Karachi West, while Jazz finished second in that location. The results showed differences in network performance between cities.
The PTA survey also highlighted several cities with strong results across all major operators. These included Hub, Abbottabad, Faisalabad and Rawalpindi.
Jazz, Ufone, Telenor and Zong all recorded 100 percent compliance in those four cities. Each operator met the prescribed benchmarks across all 12 measured indicators.
The findings were different in some other locations. Telenor recorded weaker results in several cities included in the survey.
Its lowest compliance rate was recorded in Quetta. The operator met the required standards on seven of the 12 indicators there.
Telenor recorded an overall compliance rate of 58 percent in Quetta. It also faced challenges in Sukkur during the assessment.
The operator failed to meet four indicators in Sukkur. Its overall compliance rate in the city stood at 67 percent.
According to the city rankings, Telenor finished fourth in several locations. These included Quetta, Multan, Lahore, Islamabad and Sukkur.
The results come during a period of major changes for Telenor Pakistan. PTCL completed its acquisition of Telenor Pakistan in late 2025.
The company is now undergoing a network integration process. The process involves moving legacy Telenor infrastructure toward Ufone’s network.
The PTA findings highlight differences in telecom service quality across Pakistan. Some cities recorded full compliance among all four major operators.
However, other locations showed gaps against the regulator’s performance standards. Mobile broadband remains an important area for network operators.
More consumers now depend on mobile internet for work and education. Mobile services are also widely used for payments and daily communication.

The latest PTA survey therefore provides insight into network performance across different urban areas. It also highlights areas where operators may need further service improvements.
