Tirana, Albania . Albania has taken a bold step. Prime Minister Edi Rama announced the world’s first AI-generated minister. The minister is named Diella. She will oversee public tenders to make them corruption-free.
Diella means “Sun” in Albanian. She is not a human but a virtual minister. Earlier, she worked as a voice assistant on the e-Albania platform. She helped citizens get digital services and official documents.
Rama introduced Diella during his fourth-term party conference. He said she will take over tender processes from human ministers. In time, all public funding decisions will pass through AI.
The prime minister promised tenders will be “100 percent corruption-free.” He said transparency will improve under Diella’s supervision. Human bias, bribery, or threats will be reduced. Since January, Diella has helped issue over 36,000 digital documents. She also provided nearly 1,000 online services. All these tasks were managed through the e-Albania portal.
Albania’s tender system has long faced criticism. Cases of bribery, favoritism, and misuse of funds damaged public trust. Corruption has slowed growth and discouraged investment.
Many Albanians welcome the AI minister. They believe she will bring fairness and transparency. But some remain cautious. They worry that AI may still be misused. Critics want more details about safeguards. They ask how much human oversight will exist. They also question how the system will prevent hacking or manipulation.
Rama said the shift will happen step by step. Ministries will slowly hand over tender work to Diella. Officials will watch the process closely during the transition.
Albania also seeks to join the European Union by 2030. Fighting corruption is a key demand for EU entry. Rama believes Diella will help meet this goal. This move is historic. No other country has created an AI cabinet member. Albania’s decision will be followed worldwide. If successful, it may inspire similar experiments in governance.
