The State Bank of Pakistan has introduced major reforms to support Pakistani freelancers and IT exporters, aiming to simplify export procedures.
Previously, Pakistani freelancers faced delays in receiving payments due to Form R requirements and extensive paperwork. These bureaucratic hurdles often slowed down hard-earned export revenues. The new reforms now allow transactions to be processed much faster.
Under the revised rules, IT companies and Pakistani freelancers no longer need to submit Form R for every export transaction. A single declaration detailing the nature of services will be required once when opening a new account, or as needed for existing accounts. This change significantly reduces administrative burdens.
Export proceeds and transfers from Exportersโ Special Foreign Currency Accounts (ESFCA) will now be completed within one working day. This ensures that IT businesses and freelancers receive their payments quickly and efficiently.
Documentation requirements have also been standardized, providing clarity and consistency for overseas transactions. Banks are instructed to establish effective systems to promptly resolve complaints from IT companies and freelancers, ensuring smoother operations.
The reporting process has been simplified through amendments to Form R, Inward Remittance Voucher (IRV), and Form M. Additionally, the threshold for Form R has been raised above $25,000, making compliance easier for exporters. Banks are also directed to digitize forms and implement auto-population features for basic user data, streamlining business processes further.
The central bank believes these reforms will strengthen Pakistanโs IT export sector. By reducing bureaucratic barriers, Pakistani freelancers and IT companies can compete more effectively in global markets. Analysts say the measures will not only accelerate payments but also enhance transparency and efficiency in the export ecosystem.
Overall, these steps signal a strong commitment to supporting technology exports and empowering Pakistani freelancers. The reforms are expected to boost the sectorโs performance and contribute significantly to Pakistanโs economic growth in the technology field.
