ISLAMABAD โ The higher education regulator has introduced a major policy change in the education sector. The move has led to strong nationwide discussion after new restrictions were announced.
The Higher Education Commission (HEC) has decided to impose strict controls on the expansion of higher education institutions. Under the new policy, Pakistan bans the establishment of new universities and sub-campuses at the tehsil level.
The decision aims to improve academic standards across the country. The HEC has issued formal instructions to all vice chancellors and university heads. They have been told to immediately stop any ongoing or planned projects for new campuses.
Officials confirmed that no new institution will be allowed to operate without approval. A full review process and No Objection Certificate (NOC) will now be mandatory. Without it, institutions cannot function legally.
The policy also warns that degrees issued by unauthorized campuses will not be recognized. This step is intended to protect students from low-quality education and unapproved programs.
In its statement, the HEC highlighted several concerns. These include shortage of qualified faculty and weak academic infrastructure. Many tehsil-level campuses also face low student enrollment issues.
The lack of PhD-qualified teachers has been identified as a serious problem. Authorities believe this affects the overall quality of higher education in the country.
Under the new instructions, Pakistan bans all pending applications for new campuses. This includes admissions processes, faculty hiring, construction work, and land acquisition activities.
The directive also places strict compliance requirements on universities. Any violation of the policy may result in suspension of academic program approvals.
Officials say the goal is to consolidate resources and improve existing institutions. The focus will now shift toward strengthening current universities instead of expansion.
