What is Punjab’s Green Property Certificate And How To obtain it?

The Punjab government has announced a major reform in land records. A Property Certificate will now become mandatory for all property transactions across the province from July 2026.

The move aims to reduce fraud and improve transparency in ownership records. Officials say the system will make buying and selling property safer and more reliable.

The new Property Certificate, also called the “Green Property Certificate,” will be issued by the Punjab Land Records Authority (PLRA). It will confirm legal ownership and verify that the property is free from disputes.

Authorities explained that the certificate will also ensure land records match official government databases. This step is expected to reduce illegal transfers and fake documentation.

Under the updated system, citizens will go through a 10-step process to obtain the Property Certificate. The process begins at the nearest Arazi Record Center (ARC), where a token is issued.

Applicants must provide property details and pay the required fee. Payments can be made at the Bank of Punjab counter or through the e-Pay system.

Next, biometric verification is conducted using NADRA records. Officials confirm identity details before moving forward.

A full ownership history is then reviewed. This ensures there are no legal disputes, unpaid taxes, or bank mortgages linked to the property.

Survey teams also visit the site for inspection. GPS technology is used to verify land boundaries and measurements.

Neighboring property owners are required to confirm possession. This step helps ensure accurate verification of ownership.

A senior revenue officer then reviews the case. If everything is clear, the application moves to the next stage.

A 15-day public notice is issued through the PLRA website. If no objections are received, the process continues.

Finally, after all approvals, the land is marked as “Green Status.” The Assistant Director of Land Records issues the official Property Certificate.

The government has also revised the fee for the certificate. In January 2026, the cost increased from Rs 700 to Rs 950.

Officials say the Property Certificate system will improve trust in property dealings. It is expected to create a more transparent and secure real estate environment in Punjab.
