The Higher Education Commission has introduced a new academic framework to strengthen international collaboration. The HEC has approved a policy on dual, double, and joint degree programmes for universities.
This initiative aims to improve cooperation between Pakistani universities and foreign or local partner institutions. The HEC said the policy supports global standards in higher education. It also responds to increasing student mobility and international partnerships.
Officials explained that the policy provides a clear regulatory system. It applies to undergraduate and graduate level programmes. Universities must now follow structured guidelines before launching any collaborative degree.
The policy defines three types of academic arrangements. Dual degree programmes allow students to earn two degrees in related or different fields. Double degree programmes offer two degrees in the same discipline from partner institutions.
The third category is joint degree programmes. These lead to a single degree awarded by both universities. The degree is jointly signed by participating institutions. The HEC said all arrangements must be formally approved.
Universities will need to meet several requirements. They must sign a detailed memorandum of understanding. They must also complete credit hour mapping between institutions. Admission rules and exit requirements must be clearly defined.
In addition, institutions must disclose full fee structures. Student protection measures must also be included. The HEC will require a no-objection certificate before any programme begins.
The policy is expected to benefit students across Pakistan. It will improve access to international learning opportunities. It will also support credit transfer and academic mobility.
