The Higher Education Commission of Pakistan has launched a new Paperless Degree Attestation System to modernize and simplify the verification process for students and graduates across the country.
In an official statement, HEC said the new digital platform is fully online, secure, and available around the clock. The system allows applicants to apply for attestation services from anywhere without visiting HEC offices or submitting original documents physically.
The commission described the initiative as an important step toward digital transformation and improved public services. Officials believe the new Paperless Degree system will save time, reduce paperwork, and make the process more convenient for applicants.
Under the updated system, HEC will no longer process photocopies of educational documents. Instead, applicants will receive secure electronic attestation certificates that can be verified online.
According to HEC, the online Degree Attestation System officially became effective on May 11, 2026. The e-attestation certificates issued through the platform will provide digital verification for degrees and academic records.
The commission clarified that applicants who already applied and paid fees under the previous system can continue their process through the old method until June 30, 2026. They have been advised to complete their pending attestation procedures before the deadline.
However, individuals who have not yet submitted fees under the old system must now use the new Paperless Degree platform for all applications.
HEC also confirmed that attestations issued before the launch of the new e-attestation system will remain valid. These previously attested documents can still be verified online through official channels.
The commission issued additional instructions regarding educational records and supporting documents. Applicants who completed 10-year or 12-year qualifications through foreign education systems or non-traditional boards must obtain an equivalence certificate from the Inter Board Committee of Chairmen (IBCC).
HEC further warned that documents containing overwriting, erasures, or alterations will not be accepted for attestation. Applicants have been instructed to obtain corrected documents from their universities before applying.
The statement also noted that transcripts can still be attested even if the final degree has not yet been issued. In such cases, universities must clearly mention the academic status of the student, including phrases like “degree in progress” or “incomplete degree program.”
Applicants are also required to select the correct academic status while submitting their online application forms.
