Customs Update: New Valuation Rules Announced for Artificial Jewelry Imports

The Directorate General of Customs Valuation, Karachi, has announced revised customs values for imported Artificial Jewelry from China and other countries. The new valuation will be used for calculating duties and taxes on imports.

Officials said the updated rules mainly apply to electroplated Artificial Jewelry. This includes white and yellow variants without stones or beads. It also covers designs with stones, beads, and crystal decorations.

The revised structure also includes fancy electroplated Artificial Jewelry in multiple styles. However, branded and designer items are not included in the new valuation system.

Authorities clarified that branded Artificial Jewelry will continue to be assessed under Section 25 of the Customs Act, 1969. This will follow existing legal procedures for valuation and duty calculation.

Previously, Artificial Jewelry imports were assessed under Valuation Ruling No. 1871 of 2024. Officials said the older ruling was over two years old and required updates due to market changes.

The Directorate reviewed import data and international price trends before issuing the new valuation. The aim was to align customs values with current market conditions.

Officials also held meetings with importers and stakeholders involved in Artificial Jewelry trade. These discussions focused on pricing concerns and valuation challenges in the market.

Importers of Artificial Jewelry raised concerns during consultations. They said the products are often fragile and affected by fashion trends. They requested more balanced and realistic valuation adjustments.

The authorities reviewed all submissions carefully before finalizing the new rates. Market visits were also conducted to understand actual selling prices of Artificial Jewelry in local and international markets.

Data from July 2025 to February 2026 was analyzed during the process. Officials also adjusted profit margins based on verified market conditions.

The Customs Department said the decision ensures fair and transparent valuation of Artificial Jewelry imports. It also aims to improve compliance with customs regulations.

Authorities emphasized that the revised system is designed to support lawful trade practices. They said the new valuation method will help reduce discrepancies in import pricing.
