Balochistan government has presented its Rs1.089 trillion budget for fiscal year 2026-27. In the new plan, Balochistan raises salaries and pensions by 7 percent for public sector employees.
Officials said the budget is surplus despite ongoing financial constraints. It focuses on development, job creation, and social sector improvement.
The government also confirmed that Balochistan raises spending on health and education in the new financial year. Authorities described the budget as relief-oriented and development-focused.
Provincial Finance Minister Shoaib Nosherwani presented the budget. He said the province achieved record utilization of development funds this year.
According to him, 115 percent of the development budget was spent during the current fiscal year. He called it a sign of improved financial management.
The total budget outlay is Rs1,089.26 billion. Estimated receipts stand at Rs1,134.92 billion. This creates a projected surplus of Rs45.66 billion.
Major federal transfers are estimated at Rs800.13 billion. Provincial revenues are projected at Rs170.09 billion.
Foreign-funded projects contribute Rs65.34 billion. Additional financing and capital receipts are estimated at Rs68.75 billion.
The government has prioritized social sectors in the budget. Health has been allocated Rs96 billion, including both development and non-development spending.
Education also received major funding. Rs127 billion is allocated for school education and Rs31 billion for higher and technical education.
The Balochistan raises decision also includes expansion of the Health Card Programme with an additional Rs1.5 billion.
Agriculture has been allocated Rs23.6 billion to support rural development and food security.
For law and order, Rs1.2 billion has been set aside for non-development spending and Rs243 million for development projects.
The budget includes major tax relief measures. Capital Value Tax has been abolished, and property transfer duties have been reduced.
The government also announced interest-free loans for women to support entrepreneurship and financial independence.
Another key feature is the creation of 5,000 new government jobs across various departments.
Despite fiscal challenges, Balochistan raises salaries and pensions by 7 percent in line with federal relief measures.
The Public Sector Development Programme has been set at Rs206.61 billion.
Officials say the budget introduces no new taxes. They describe it as a balanced and people-friendly financial plan.
The finance minister said the budget aims to maintain growth while ensuring fiscal discipline and social welfare.
