State Minister for Law and Justice Barrister Aqeel Malik has emphasized the importance of provincial accountability in managing the countryβs financial affairs. He said that while the federal government bears most of Pakistanβs financial burden, provinces must also be held answerable for their spending and revenue use.
Speaking on a private television programme, Barrister Aqeel noted that the Constitution is not a sacred or unchangeable text. It can be amended to meet national needs and evolving circumstances. He clarified that during the 26th constitutional amendment, no rushed decisions were made due to anyoneβs retirement, and the upcoming 27th amendment is also being handled through proper consultation.
The minister said detailed discussions are underway, stressing that the 27th amendment is aimed at addressing national interests rather than benefiting any political party. He added that the government plans to have the amendment passed by both houses of Parliament by November 14.
Barrister Aqeel criticised opposition parties for making premature political statements, urging them to share their suggestions in the Standing Committee and during parliamentary debates. He explained that constructive dialogue is essential for ensuring transparency and provincial accountability in financial matters.
Highlighting the distribution of resources, he said that under the NFC Award, the federal government transfers 57 percent of its revenue to the provinces. However, key national expenses such as defence, pensions, social protection, and debt repayments remain the responsibility of the federal government.
He expressed concern that the federal government continues to shoulder these major costs while provinces face little scrutiny over their spending. Barrister Aqeel underscored that provincial accountability is crucial for balanced fiscal management and fair resource use.
He concluded that both federal and provincial governments must share responsibility to reduce the financial burden on the center and ensure efficient governance for all citizens.
