ISLAMABAD β The federal government has directed provinces to ensure strict enforcement of the Petroleum Amendment Act, 2025, to curb smuggling and safeguard supply chains.
In a letter issued by the Ministry of Energy (Petroleum Division), provincial chief secretaries were asked to strengthen oversight of the petroleum sector and play their part in implementing the new law.
The amendment to the Petroleum Act, 1934 introduces significant reforms. Its primary focus is on stopping the smuggling of petroleum products and ensuring smooth supply.
Key provisions include IT-based tracking of petroleum products, tougher action against illegal transportation, and closure of unauthorized fuel pumps. Strict penalties have also been introduced for those involved in illegal decantation or storage.
The Act empowers officers notified under the Customs Act, 1969 to confiscate smuggled petroleum products. It also defines the role of deputy commissioners and assistant commissioners in taking administrative actions both before and after conviction.
For quicker resolution, trials of cases involving illegal petroleum activities will now fall under the jurisdiction of the Court of Sessions. At the same time, deputy commissioners and assistant commissioners will oversee violations related to petroleum handling. An additional clause allows appeals in the High Court to ensure due process.
Officials stressed that these measures are designed to maintain transparency, strengthen regulation, and ensure the integrity of the petroleum supply chain across the country.
The letter urged provincial governments to communicate these changes to district authorities without delay, ensuring compliance with the amended law.
By enhancing coordination between federal and provincial authorities, the government aims to create a more secure and transparent petroleum sector. This, officials noted, will help reduce smuggling and protect the interests of both the state and consumers.
