NA Panel Seeks Inquiry Into HR, Power Sector Irregularities

The NA panel on Power Division has expressed concern over serious irregularities in human resource management at state-owned power companies.

The 10th meeting of the Standing Committee on Power Division, chaired by MNA Muhammad Idrees, reviewed cases of errors in HR lists and reduction of employee scales against qualifications. The committee stressed that such issues required detailed inquiries to ensure transparency.

Members also objected to irregular postings, citing the case of Adnan Amaan, a Line Superintendent (BPS-15) at PESCO, who was appointed as SDO in D.I. Khan despite senior officers being available. The NA panel warned that such appointments damage merit and erode employee trust.

Officials from the Power Division explained that around 3,000 employees were being accommodated, often based on domicile preferences. However, some faced challenges when posted far from their home regions or placed in lower-scale positions. Members urged that, as far as possible, employees should be adjusted in their home areas.

The committee also reviewed discriminatory load-shedding by HESCO. MNA Syed Hussain Tariq highlighted that bill-paying consumers in Hyderabad, particularly in Sadar and apartment complexes, faced prolonged power outages despite clearing dues. The secretary, Power Division, noted that HESCO and SEPCO had suffered Rs60 billion losses in a year due to technical faults and poor recovery.

The NA panel directed HESCO and SEPCO to focus on structural reforms instead of temporary measures. It further asked NEPRA to explain its position on HESCOโ€™s investment plan, which was submitted in late 2024 to strengthen feeders and improve transmission.

The committee also heard complaints about over-billing by LESCO. Members demanded urgent action to eliminate this issue and called for relief measures for farmers affected by recent floods, including deferred electricity bills and interest-free loans.

The meeting concluded with a directive that all inquiries and reports on irregular postings be shared with the NA panel without delay.
