Cement exports from Pakistan saw a significant drop in November 2024, falling 26.53 percent to 590,183 tonnes. This is a sharp decline from 803,258 tonnes exported in November 2023, according to the All Pakistan Cement Manufacturers Association (APCMA).
The downward trend in cement exports follows similar declines in previous months. October 2024 exports fell nearly 23 percent, while September 2024 recorded a 15 percent decrease. Despite weaker exports, domestic sales showed modest growth. Local cement sales in November 2024 reached 3.549 million tonnes, up 2.23 percent from 3.472 million tonnes a year earlier.
Overall cement sales, combining domestic and export figures, totaled 4.14 million tonnes in November 2024, marking a 3.17 percent decline compared to the same month last year. The decline indicates challenges in maintaining export competitiveness amid regional and global pressures.
For the first five months of the current financial year, total cement sales reached 21.445 million tonnes. This is an 11.54 percent increase from 19.226 million tonnes during the same period last year. Domestic sales during this time also grew, hitting 17.435 million tonnes, a 14.71 percent rise from 15.2 million tonnes in the previous year.
An APCMA spokesperson said the industry could see stronger growth if the government provided relief on duties and taxes. They emphasized that supportive policies would lower production costs and make Pakistani cement more competitive in international markets.
However, growth momentum has shown signs of easing. While cement exports rebounded in August 2025 to 749,723 tonnes, up 22.13 percent from 613,875 tonnes in August 2024, this was slower than July 2025, when exports surged 84 percent. Domestic sales in August 2025 rose by 10.33 percent year-on-year, compared to stronger growth in July.
The APCMA continues to urge the government to implement industry-friendly measures to sustain growth and support the competitiveness of Pakistani cement in regional and global markets.
